Nanjing University of Posts and Telecommunications

Nanjing University of Posts and Telecommunications (NJUPT), elected in China’s Double First Class Project for building world class universities and disciplines, has made remarkable contributions to the founding and development of the People’s Republic of China. This university is also one of the selected universities for prior development by Jiangsu Provincial Government. Its predecessor was the Wartime Postal Administration Cadre Training Class located in Shandong Anti-Japanese Base, which was founded in 1942 and one of the earliest schools of the CPC and its army for training proper telecommunication talents.

In 1958, she was transformed into Nanjing Institute of Posts and Telecommunications upon the approval of the State Council. In April 2005, she was renamed as Nanjing University of Posts & Telecommunications. Once a key university under direct jurisdiction of the Ministry of Posts and Telecommunications(now the State Post Bureau) & the Ministry of Information Industry now the Ministry of Industry and Information Technology. The institute was in February 2000 turned over to the co-administration by the central and local government(Jiangsu Government), with the latter assuming main responsibilities. In October 2013, it has incorporated Nanjing College for Population Program Management.

This university adheres to the spirit of “Reaching out to the world while striving persistently for perfection”, follows through the motto of “morality, persistence, practicality and sincerity”, and lives out the ethos of “diligence, practicality, progression and innovation”. NJUPT is engineering oriented with a focus on information technology, integrating such disciplines as science, engineering, economics, management, literature, education, art and law, and offers multi-layered educational programs leading to bachelor’s, master’s, and doctor’s degrees, as well as post-doctor’s positions. The university is situated in Nanjing, a historically and culturally rich city, and owns 4 campuses, namely Xianlin campus, Sanpailou campus and Suojincun campus and Jiangning campus.  This university has twenty one schools (departments, research centers, etc.) as well as an independent college (Tongda College of NJUPT).

Nanjing University of Posts and Telecommunications now runs three post-doctoral stations, three first level disciplines approved to offer doctorate degree,  second level disciplines permitted to offer doctorate degree, 21 first level discipline authorized to offer master’s degree, 32 second level discipline authorized to offer master’s degree, 15 profession oriented master’s degree programs (fields) & 55 undergraduate programs. Four programs of the university are among the world’s top one percent on the ranking by ESI. This university is home to one National Key Discipline (in incubation), seven National Special Major Trial Programs, one Trial Program of National Reform on Different Majors, four majors certified by the National Engineering Education Accreditation Association, and eight National Excellence Initiative Programs.

This university has also major participator in two National Collaborative Innovation Centers 2011 & plays a leading role in two Provincial Collaborative Innovation Centers 2011. There are a total of over 30,000 students on campus receiving education. It has a well formed faculty of over 2500 people, including seven hundred fifty six supervisors to doctoral and master students. Among full time teachers, 59.64 percent have advanced professional titles and 95.17 percent possess doctoral or master’s degrees. A Nobel laureate has associated NJUPT faculty, taking the lead among universities in Jiangsu Province. It boasts no lack of high end talents on its faculty team: six members (including Dually Employed Academicians) of the Chinese Academy of Sciences (CAS); three specially selected professors who are “Chang Jiang Scholars” of the Ministry of Education; one Chair Professor who is “Chang Jiang Scholar” of the Ministry of Education; three “Young Chang Jiang Scholar”; four recipients of the “Outstanding Youth of China Fund”; 4444 Scholars of the “New Century National Hundred, 1000 and 10.000 Talent Project”; 10 “One Thousand Talents Program” Scholars; two “1000 Young Talents ” Scholars; 3 Leading Scholars of the 10.000 Talents Plan; three outstanding Young Scholars of the “Ten Thousand Talents Program”; 6 recipients of the “Outstanding Youth Science Fund”; 1 Scholar of “CAS 100 Talents Program”; 1 National Teaching Master; 1 National Excellent Teacher; 46 recipients of Special Government Funds; 3 Young & middle aged Experts of excellent Contributions; 11 Scholars of “New Century Excellent Talent Support Project” of the MoE; 1 Nobel Laureate (the first to have been brought into a Province administered university in Jiangsu); four members of foreign academies of sciences; and seven IEEE Fellows. Presently, the university has one National Innovative Team in Key Research Areas, 1 team of “Chang Jiang Scholars and Innovation Team Development Program”, and 1 teaching group enrolled by MOE as “Teaching Team in Honor of Professor Huang Danian”.

Few number of faculty members are also directors, committee members and specialists in such institutions as International Telecommunication Union (ITU), the Advisory Committee of Higher Education Institutions of MoE, China Institute of Communications, Chinese Institute of Electronics, China Computer Federation, Chinese Association of Automation and China Statistical Association.

This university is well elected with teaching and research facilities. Presently, this university has one State Local Joint Engineering Research Center; one State Local Joint Engineering Lab; one State Key Lab Incubation Base jointly sponsored by Jiangsu Province & the MoE; one Key Lab jointly sponsored by Jiangsu Province & the MoE; two Engineering Research Centers of the MoE; two National Demonstration Center for Experiment Teaching; three National Virtual Simulation Centers for Experiment Teaching; one National Program for Virtual Reality Experiments in Teaching; one National Education Center for Engineering Practice; one National Off-Campus Center for Practical Education; one National Science and Technology Entrepreneurial Practice Base for College Students; eleven Key Labs of the former Ministry of Information Industry; and seventy nine Central Government Specially sponsored Labs (including the ones co-sponsored by the Central and Jiangsu Governments). Nanjing University Library owns a collection of over 2,300,000 paperback books, a good proportion of which concern such fields as information, telecommunications and electronics.

Nanjing University of Posts and Telecommunications has achieved remarkable results in producing talents and in the evaluation of the undergraduate education by the MoE. Over the years, it has been persistent in strengthening its education system in an effort to turn out graduates with solid basics, all round qualities and competitive skills, and furthering educational reform. Consequently, a distinctive talents training system has been built. In recent years, the university has raked in abundant prizes of several calibers in this regard: 1 First Prize and 1 Second Prize of National Teaching Achievements; 1 National Quality Course, 1 National Demonstration Bilingual Course; one National Quality Course as Shared Resources; 1 MoE-Intel Quality Course; 13 I-Course MOOC courses, 3 National Quality Online Courses, 2 National Quality Textbooks; eight National “12th Five-year Plan” Textbooks; and 1 First Prize of University Campus Culture Construction Awards of MoE. Students of this university has reaped major awards at the national level and above, including the “Sony Cup”, the top prize of the National Electronic Designing Competition for Undergraduates; the Renesas Cup; the SIAM award, the top prize in US Mathematical Contest in Modeling for College Students; the First Prize of China Mathematical Contest in Modeling for College Students, the First Prize of “Challenge Cup” National Extracurricular Academic, Scientific and Technological Work Competition for University Students, &  the First Prize of China Robot Competition and Robocup Open and since the beginning of the “12th Five year Plan”, the undergraduates have brought home a total of 3634 prizes at the provincial or ministerial level and above. NJUPT has throughout its seventy years history trained and delivered over 150,000 elites of several professions for our country, with many now being leading figures, the technically savvy and senior managers in IT industry and demography related fields at home & abroad, earning itself the reputation of the “Cradle of China’s IT Talents”.

The university has been a strong contributor in scientific and technological innovation and social services. Revolving around an innovation system that incorporates information material, information device, information network, information system and information application, the university has demonstrated particular competitiveness in such areas as New Generation Mobile Communication, Internet of Things, Mobile Network, Big Data, Cloud Computing and Cyber Security, Organic Electronics and Information Display, Integrated Circuits and Micro-assembly, Smart Grids, Optical Communications, Intelligent Manufacturing, Modern Postal Services and Demography. In the past three years, this university has undertaken a total of 446 science and research projects at the national level, including National Major Science Research Projects for Special Purposes, National 973 Projects, National Major Equipment Research and Manufacturing Projects, National Key Natural Sciences Funds, National Social Science Funds, etc, and won forty four awards at the provincial or ministerial level and above, including the Second Prize of the National Natural Science Awards, the Second Prize of the National Technological Invention Awards, the First & Second Prize of Natural Science Research Achievements Awards for Institutions of Higher Education,  2nd Prize of Social Science Research Achievements Awards.

The university has published more than 15000 research papers, around 6500 of which have been indexed by SCI, EI and CPCI-S. It has also strengthened her cooperation with local governments and corporations by establishing six research institutes with the former and forty five innovation platforms with the latter. Building around its dynamic disciplines like Telecommunication and IoT, it is fulfilling her duties of cultivating professionals, boosting scientific researches, and serving the society in the area of IoT. For the same purpose, NJUPT has built a National University Science Park, a National Model Agency for Technological Transfer, a National Popular Science Communication Base, and a National Mass Innovation Space.

Nanjing University of Posts and Telecommunications (NJUPT) actively promotes international exchange and cooperation. The university has been included in the Nation’s University Innovation and Talent Recruitment Plan 2017 (briefly as 111 Plan). Around 600 overseas students from over fifty countries as Russia and The Republic of Kazakhstan are studying here for the Bachelor, Master and Doctorate degrees. Almost 1000 international specialist and scholars have visited and given lectures or attended international conferences here. There are forty or so international student exchange programs. The university is co-operating with New York Institute of Technology to offer four joint undergraduate programs elected by the Ministry of Education. This university also takes active participation in ITU-sponsored conferences, organizes training for APT (Asia-Pacific Telecommunity) in China, and partakes in the formulation of relevant international standards in communication.

The university is a down to earth attitude and guiding spirit, has identified a unique strategy for development, one that focuses on specialization in posts and telecommunications while reaching out to more sectors in the information society. The 19th CPC National Congress required that efforts be taken to assure that “universities focus on teaching quality & strive for building first class disciplines & institutions of higher education”. China is sharp to push ahead the “Internet Plus” action plan, which gives it’s  more space for development.

Now the university is catching every opportunity to implement The Thought on Socialism with Chinese Characteristics for A New Era, realize the five visions, namely “strong feature, high level, multiple disciplines, teaching research, and internationalization” & carry out the four strategies of “improving the university with quality, talent, features, and innovation”. It’s aims is to forge ahead on the course of building world class disciplines of electronic information science and engineering, with a view to presenting its supreme strength in electronic information as a first rate university.
